    ਚੰਡੀਗੜ੍ਹ, 23 ਫਰਵਰੀ: ਪੰਜਾਬ ਦੇ ਸਕੂਲ ਸਿੱਖਿਆ ਮੰਤਰੀ ਹਰਜੋਤ ਸਿੰਘ ਬੈਂਸ ਨੇ ਅੱਜ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਸਕੂਲ ਸਿੱਖਿਆ ਬੋਰਡ (ਪੀਐਸਈਬੀ) ਵੱਲੋਂ ਸੂਬੇ ਵਿੱਚ 8ਵੀਂ, 10ਵੀਂ ਅਤੇ 12ਵੀਂ ਦੀਆਂ ਬੋਰਡ ਪ੍ਰੀਖਿਆਵਾਂ ਵਿੱਚ ਨਕਲ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਰੋਕਣ ਲਈ 278 ਉਡਣ ਦਸਤੇ ਬਣਾਏ ਗਏ ਹਨ ਅਤੇ ਹਰੇਕ ਟੀਮ ਵਿੱਚ ਤਿੰਨ ਮੈਂਬਰ ਹੋਣਗੇ।

    ਮੁੱਖ ਮੰਤਰੀ ਸ. ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਪਾਰਦਰਸ਼ੀ ਅਤੇ ਨਿਰਪੱਖ ਪ੍ਰੀਖਿਆ ਪ੍ਰਕਿਰਿਆ ਲਈ ਵਚਨਬੱਧਤਾ ਨੂੰ ਦੁਹਰਾਉਂਦੇ ਹੋਏ ਸਕੂਲ ਸਿੱਖਿਆ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਉਡਣ ਦਸਤੇ ਦੀ ਅਗਵਾਈ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰ (ਡੀ.ਈ.ਓ.), ਪ੍ਰਿੰਸੀਪਲ, ਪੀ.ਐਸ.ਈ.ਬੀ. ਦੇ ਮੈਂਬਰ ਅਤੇ ਬੋਰਡ ਦੇ ਅਕਾਦਮਿਕ ਕੌਂਸਲ ਮੈਂਬਰ ਕਰਨਗੇ। ਇਹ ਟੀਮਾਂ ਧੋਖਾਧੜੀ ਨੂੰ ਰੋਕਣ ਲਈ ਪ੍ਰੀਖਿਆ ਕੇਂਦਰਾਂ ਦਾ ਅਚਨਚੇਤ ਨਿਰੀਖਣ ਕਰਨਗੀਆਂ।

    ਉਨ੍ਹਾਂ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਹੈ ਕਿ ਉਹ ਪ੍ਰੀਖਿਆ ਕੇਂਦਰਾਂ ਦਾ ਅਚਨਚੇਤ ਦੌਰਾ ਕਰਨ ਅਤੇ ਸਰਹੱਦੀ ਖੇਤਰ ਦੇ ਸਕੂਲਾਂ ‘ਤੇ ਵਿਸ਼ੇਸ਼ ਨਿਗਰਾਨੀ ਰੱਖਣ ਤਾਂ ਜੋ ਪ੍ਰੀਖਿਆ ਦੌਰਾਨ ਕਿਸੇ ਕਿਸਮ ਦੀ ਬੇਨਿਯਮੀ ਨਾ ਹੋਵੇ ਅਤੇ ਧੋਖਾਧੜੀ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਰੋਕਿਆ ਜਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਨੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਇਹ ਵੀ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ ਕਿ ਸਾਰੇ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਪ੍ਰੀਖਿਆ ਸਬੰਧੀ ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ ਕਰਦਿਆਂ ਨਿਰਪੱਖ ਅਤੇ ਬਰਾਬਰ ਦਾ ਮਾਹੌਲ ਸਿਰਜਿਆ ਜਾਵੇ।

    ਸ: ਹਰਜੋਤ ਸਿੰਘ ਬੈਂਸ ਨੇ ਦੱਸਿਆ ਕਿ ਸੂਬੇ ਵਿੱਚ 8ਵੀਂ, 10ਵੀਂ ਅਤੇ 12ਵੀਂ ਜਮਾਤ ਦੀਆਂ ਬੋਰਡ ਪ੍ਰੀਖਿਆਵਾਂ ਵਿੱਚ 8.82 ਲੱਖ ਤੋਂ ਵੱਧ ਵਿਦਿਆਰਥੀ ਬੈਠ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਵੱਡੀ ਗਿਣਤੀ ਵਿਦਿਅਕ ਭਵਿੱਖ ਨੂੰ ਸੰਵਾਰਨ ਵਿੱਚ ਇਨ੍ਹਾਂ ਪ੍ਰੀਖਿਆਵਾਂ ਦੀ ਅਹਿਮ ਭੂਮਿਕਾ ਨੂੰ ਦਰਸਾਉਂਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਇਮਤਿਹਾਨਾਂ ਦੀ ਗੁਣਵੱਤਾ ਅਤੇ ਮਾਣ-ਮਰਿਆਦਾ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣ ਲਈ ਵਚਨਬੱਧ ਹੈ ਅਤੇ ਇਹ ਯਕੀਨੀ ਬਣਾਏਗੀ ਕਿ ਹਰ ਵਿਦਿਆਰਥੀ ਨੂੰ ਆਪਣੇ ਗਿਆਨ ਅਤੇ ਹੁਨਰ ਦਾ ਪ੍ਰਦਰਸ਼ਨ ਕਰਨ ਦਾ ਨਿਰਪੱਖ ਅਤੇ ਬਰਾਬਰ ਮੌਕਾ ਮਿਲੇ। ਫਲਾਇੰਗ ਸਕੁਐਡ ਦੇ ਗਠਨ ਅਤੇ ਅਚਨਚੇਤ ਨਿਰੀਖਣਾਂ ਦਾ ਉਦੇਸ਼ ਇੱਕ ਅਜਿਹਾ ਮਾਹੌਲ ਸਿਰਜਣਾ ਹੈ ਜਿਸ ਵਿੱਚ ਅਕਾਦਮਿਕ ਗੁਣਵੱਤਾ ਅਤੇ ਅਖੰਡਤਾ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਅਤੇ ਪ੍ਰਸ਼ੰਸਾ ਕੀਤੀ ਜਾਂਦੀ ਹੈ।

    ਸਕੂਲ ਸਿੱਖਿਆ ਮੰਤਰੀ ਨੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਆਸਾਨ ਰਾਹ ਅਖਤਿਆਰ ਕਰਨ ਦੀ ਬਜਾਏ ਸਖ਼ਤ ਮਿਹਨਤ ਕਰਨ ਲਈ ਪ੍ਰੇਰਿਤ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੱਚੀ ਸਫਲਤਾ ਗਲਤ ਤਰੀਕਿਆਂ ਨਾਲ ਨਹੀਂ, ਸਗੋਂ ਲਗਨ, ਲਗਨ, ਨਿਰੰਤਰ ਮਿਹਨਤ ਅਤੇ ਅਣਥੱਕ ਮਿਹਨਤ ਨਾਲ ਪ੍ਰਾਪਤ ਹੁੰਦੀ ਹੈ। ਆਪਣੇ ਆਪ ਨੂੰ ਆਪਣੀ ਪੜ੍ਹਾਈ ਲਈ ਸਮਰਪਿਤ ਕਰਕੇ ਅਤੇ ਚੁਣੌਤੀਆਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨ ਨਾਲ, ਵਿਦਿਆਰਥੀ ਆਪਣੇ ਹੁਨਰ ਨੂੰ ਨਿਖਾਰ ਸਕਦੇ ਹਨ ਅਤੇ ਗਿਆਨ ਪ੍ਰਾਪਤ ਕਰ ਸਕਦੇ ਹਨ ਜੋ ਉਹਨਾਂ ਦੇ ਵਿਕਾਸ ਵਿੱਚ ਮਹੱਤਵਪੂਰਨ ਭੂਮਿਕਾ ਨਿਭਾਏਗਾ।

    ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਿੱਖਿਆ ਸਿਰਫ਼ ਇਮਤਿਹਾਨ ਪਾਸ ਕਰਨ ਤੱਕ ਹੀ ਸੀਮਤ ਨਹੀਂ ਹੈ, ਸਗੋਂ ਇਹ ਵਿਅਕਤੀਗਤ ਵਿਕਾਸ ਅਤੇ ਚਰਿੱਤਰ ਨਿਰਮਾਣ ਦਾ ਸਾਧਨ ਵੀ ਹੈ। ਸਖ਼ਤ ਮਿਹਨਤ ਕਰਨ ਦੀ ਚੋਣ ਕਰਕੇ, ਵਿਦਿਆਰਥੀ ਨਾ ਸਿਰਫ਼ ਆਪਣੀਆਂ ਅਕਾਦਮਿਕ ਯੋਗਤਾਵਾਂ ਨੂੰ ਵਧਾਉਂਦੇ ਹਨ, ਪਰ ਅਨੁਸ਼ਾਸਨ ਅਤੇ ਇਮਾਨਦਾਰੀ ਵਰਗੇ ਗੁਣ ਵੀ ਵਿਕਸਿਤ ਕਰੋ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਗੁਣ ਕੇਵਲ ਅਕਾਦਮਿਕ ਖੇਤਰ ਵਿੱਚ ਹੀ ਨਹੀਂ ਸਗੋਂ ਜੀਵਨ ਦੇ ਹਰ ਪਹਿਲੂ ਵਿੱਚ ਜ਼ਰੂਰੀ ਹਨ। ਜੋ ਉਨ੍ਹਾਂ ਨੂੰ ਜ਼ਿੰਦਗੀ ਦੀਆਂ ਚੁਣੌਤੀਆਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨ ਅਤੇ ਮੌਕਿਆਂ ਨੂੰ ਸਫਲਤਾ ਵਿੱਚ ਬਦਲਣ ਵਿੱਚ ਮਦਦ ਕਰੇਗਾ। ਉਨ੍ਹਾਂ ਸਮੂਹ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੇ ਉੱਜਵਲ ਭਵਿੱਖ ਲਈ ਸ਼ੁਭ ਕਾਮਨਾਵਾਂ ਵੀ ਦਿੱਤੀਆਂ।

    Punjab Weather Update: ਪਿਛਲੇ ਕੁਝ ਦਿਨਾਂ ਤੋਂ ਹੋਈ ਬਾਰਿਸ਼ ਤੋਂ ਬਾਅਦ ਪੰਜਾਬ ਵਿੱਚ ਤਾਪਮਾਨ ਆਮ ਨਾਲੋਂ ਘੱਟ ਗਿਆ ਹੈ। ਪਿਛਲੇ 24 ਘੰਟਿਆਂ ਵਿੱਚ ਔਸਤ ਵੱਧ ਤੋਂ ਵੱਧ ਤਾਪਮਾਨ ਵਿੱਚ 1.9 ਡਿਗਰੀ ਸੈਲਸੀਅਸ ਦਾ ਵਾਧਾ ਹੋਇਆ ਹੈ। ਹਾਲਾਂਕਿ, ਰਾਜ ਵਿੱਚ ਇਹ ਤਾਪਮਾਨ ਆਮ ਨਾਲੋਂ 1.6 ਡਿਗਰੀ ਸੈਲਸੀਅਸ ਘੱਟ ਹੈ। ਸੂਬੇ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਤਾਪਮਾਨ ਬਠਿੰਡਾ ਵਿੱਚ 25.1 ਡਿਗਰੀ ਸੈਲਸੀਅਸ ਦਰਜ ਕੀਤਾ ਗਿਆ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਅੱਜ ਤਾਪਮਾਨ ਵਿੱਚ ਥੋੜ੍ਹਾ ਜਿਹਾ ਵਾਧਾ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ। ਮੌਸਮ ਵਿਗਿਆਨ ਕੇਂਦਰ ਦੇ ਅਨੁਸਾਰ ਅਗਲੇ ਤਿੰਨ ਦਿਨਾਂ ਤੱਕ ਤਾਪਮਾਨ ਵਿੱਚ ਥੋੜ੍ਹਾ ਜਿਹਾ ਵਾਧਾ ਹੋਵੇਗਾ।

    ਜਦੋਂ ਕਿ 24 ਫਰਵਰੀ ਤੋਂ ਬਾਅਦ ਤਾਪਮਾਨ ਵਿੱਚ ਬਹੁਤਾ ਬਦਲਾਅ ਨਹੀਂ ਹੋਵੇਗਾ। ਪਰ ਇਸ ਦਿਨ ਤੋਂ ਇੱਕ ਨਵੀਂ ਪੱਛਮੀ ਗੜਬੜੀ ਸਰਗਰਮ ਹੋ ਰਹੀ ਹੈ, ਜਿਸ ਕਾਰਨ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਤਾਪਮਾਨ ਵਿੱਚ ਫਿਰ ਤੋਂ ਵੱਡਾ ਬਦਲਾਅ ਦੇਖਣ ਨੂੰ ਮਿਲ ਸਕਦਾ ਹੈ।

    ਮੌਸਮ ਫਿਰ ਬਦਲੇਗਾ, ਮੀਂਹ ਪੈਣ ਦੀ ਸੰਭਾਵਨਾ

    ਮੌਸਮ ਵਿਗਿਆਨ ਕੇਂਦਰ ਦੇ ਅਨੁਸਾਰ 24 ਫਰਵਰੀ ਤੋਂ ਇੱਕ ਨਵੀਂ ਪੱਛਮੀ ਗੜਬੜੀ ਸਰਗਰਮ ਹੋ ਰਹੀ ਹੈ। ਇਸ ਦਾ ਅਸਰ ਜੰਮੂ-ਕਸ਼ਮੀਰ, ਹਿਮਾਚਲ ਅਤੇ ਉੱਤਰਾਖੰਡ ਦੇ ਪਹਾੜੀ ਇਲਾਕਿਆਂ ਵਿੱਚ ਦੇਖਣ ਨੂੰ ਮਿਲੇਗਾ। 24 ਫਰਵਰੀ ਤੋਂ ਪਹਾੜੀ ਇਲਾਕਿਆਂ ਵਿੱਚ ਮੀਂਹ ਦੇ ਨਾਲ-ਨਾਲ ਬਰਫ਼ਬਾਰੀ ਹੋ ਸਕਦੀ ਹੈ। ਇਸ ਦਾ ਅਸਰ 26 ਫਰਵਰੀ ਤੋਂ ਮੈਦਾਨੀ ਇਲਾਕਿਆਂ ਵਿੱਚ ਦਿਖਾਈ ਦੇਵੇਗਾ। 26-27 ਫਰਵਰੀ ਨੂੰ ਪੰਜਾਬ, ਹਰਿਆਣਾ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਫਿਰ ਮੀਂਹ ਪੈਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਦੋ ਦਿਨਾਂ ਲਈ ਯੈਲੋ ਅਲਰਟ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ ਅਤੇ ਮੀਂਹ ਦੇ ਨਾਲ-ਨਾਲ ਤੂਫਾਨ ਦੀ ਸੰਭਾਵਨਾ ਹੈ।

    ਪੰਜਾਬ ਦੇ ਸ਼ਹਿਰਾਂ ਦਾ ਮੌਸਮ

    ਅੰਮ੍ਰਿਤਸਰ- ਹਲਕੇ ਬੱਦਲ ਛਾਏ ਰਹਿਣਗੇ। ਵੱਧ ਤੋਂ ਵੱਧ ਤਾਪਮਾਨ ਵਿੱਚ ਥੋੜ੍ਹਾ ਵਾਧਾ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਤਾਪਮਾਨ 7 ਤੋਂ 17 ਡਿਗਰੀ ਦੇ ਵਿਚਕਾਰ ਰਹਿ ਸਕਦਾ ਹੈ। ਜਲੰਧਰ- ਹਲਕੇ ਬੱਦਲ ਛਾਏ ਰਹਿਣਗੇ। ਵੱਧ ਤੋਂ ਵੱਧ ਤਾਪਮਾਨ ਵਿੱਚ ਥੋੜ੍ਹਾ ਵਾਧਾ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਤਾਪਮਾਨ 11 ਤੋਂ 20 ਡਿਗਰੀ ਦੇ ਵਿਚਕਾਰ ਰਹਿ ਸਕਦਾ ਹੈ।

    ਲੁਧਿਆਣਾ- ਹਲਕੇ ਬੱਦਲ ਛਾਏ ਰਹਿਣਗੇ। ਵੱਧ ਤੋਂ ਵੱਧ ਤਾਪਮਾਨ ਵਿੱਚ ਥੋੜ੍ਹਾ ਵਾਧਾ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਤਾਪਮਾਨ 11 ਤੋਂ 23 ਡਿਗਰੀ ਦੇ ਵਿਚਕਾਰ ਰਹਿ ਸਕਦਾ ਹੈ। ਪਟਿਆਲਾ- ਹਲਕੇ ਬੱਦਲ ਛਾਏ ਰਹਿਣਗੇ। ਵੱਧ ਤੋਂ ਵੱਧ ਤਾਪਮਾਨ ਵਿੱਚ ਥੋੜ੍ਹਾ ਵਾਧਾ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਤਾਪਮਾਨ 11 ਤੋਂ 24 ਡਿਗਰੀ ਦੇ ਵਿਚਕਾਰ ਰਹਿ ਸਕਦਾ ਹੈ।

    ਮੋਹਾਲੀ- ਅੰਸ਼ਕ ਤੌਰ ‘ਤੇ ਬੱਦਲਵਾਈ ਰਹੇਗੀ। ਵੱਧ ਤੋਂ ਵੱਧ ਤਾਪਮਾਨ ਵਿੱਚ ਥੋੜ੍ਹਾ ਵਾਧਾ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਤਾਪਮਾਨ 13 ਤੋਂ 24 ਡਿਗਰੀ ਦੇ ਵਿਚਕਾਰ ਰਹਿ ਸਕਦਾ ਹੈ।

    As part of the commitment of the Punjab government led by Chief Minister Bhagwant Singh Mann to tackle the menace of stubble blowing, cooperative banks across Punjab have launched the ‘Crop Residue Management Loan Scheme’.

    Elaborating on this, the Chief Minister said that the main objective of this scheme is to make loans easily available to farmers for purchasing machinery for proper management of crop residues so that environmental pollution caused by stubble burning can be prevented. He said that this scheme has been started in 802 branches of State Cooperative Bank Chandigarh and District Cooperative Banks. Bhagwant Singh Mann said that farmers can take advantage of this scheme through a simple and easy method.

    The Chief Minister said that Primary Agricultural Cooperative Societies (PACs) of villages and other progressive farmers can avail the benefit of this scheme. He said that primary agriculture cooperative societies or other institutions can avail 80 percent subsidy on the purchase of agricultural implements under the Common Hiring Center (CHC) scheme. Bhagwant Singh Mann said that similarly progressive farmers would be entitled to 50 per cent subsidy on the purchase of agricultural implements like balers and superseeders for crop residue management.

    The Chief Minister expressed hope that this scheme would prove helpful in reducing environmental pollution caused by stubble burning. He also said that the scheme would also help encourage farmers to opt for alternative crop residue management. Bhagwant Singh Mann reiterated the firm commitment of the state government to ensure the welfare of the farmers in every possible way and urged the farmers to take advantage of this scheme.

    The Chief Minister said that the main emphasis is on promoting greater involvement of industry-farmers in the agri-waste supply chain to support bio-energy plants to reduce pollution caused by stubble burning. He hoped that this initiative would help avoid this pollution by channeling agricultural waste to the bio-energy industry through the biomass supply chain.

    Bhagwant Singh Mann said that power generation units, compressed biogas (CBG) plants, 2G ethanol factories can strengthen their supply chain based on crop residues and this step will help the biofuel industry as a whole. can be beneficial.

    The Chief Minister said that the supply chain will be established through a cluster based approach around various industries using straw. He said that the beneficiaries of the supply chain will collect, compress and store the straw at required locations and make it available to different users or industries as per requirement. Bhagwant Singh Mann said that the loan repayment period on the machinery will be five years and the loan will be repayable in 10 half-yearly installments on June 30 and January 31 annually.

    ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਪੰਚਾਇਤੀ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਜਿਹੜਾ ਵਿਧਾਨ ਸਭਾ ਦੇ ਮਾਨਸੂਨ ਸੈਸ਼ਨ ਵਿੱਚ ਬਿੱਲ ਪਾਸ ਕੀਤਾ ਗਿਆ ਸੀ, ਉਸ ਨੂੰ ਪੰਜਾਬ ਦੇ ਰਾਜਵਾਲ ਗੁਲਾਬ ਚੰਦ ਕਟਾਰੀਆ ਨੇ ਮਨਜ਼ੂਰੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਮਾਨਸੂਨ ਸੈਸ਼ਨ ਵਿੱਚ ਮਾਨ ਸਰਕਾਰ ਨੇ ਪੰਜਾਬ ਪੰਚਾਇਤੀ ਰਾਜ ਸੋਧ ਬਿੱਲ 2024 ਲਿਆਂਦੀ ਸੀ। 

    ਨਵੇ ਰਾਜਪਾਲ ਵੱਲੋ ਬਿੱਲ ਨੂੰ ਹਰੀ ਝੰਡੀ ਦਿੱਤੇ ਜਾਣ ਨਾਲ ਇਹ ਹੁਣ ਕਾਨੂੰਨ ਬਣ ਜਾਵੇਗਾ ਜਿਸ ਨਾਲ ਪੰਚਾਇਤੀ ਚੋਣਾਂ ਵਿੱਚ ਰਾਖਵੇਕਰਨ ਦੀ ਪੁਰਾਣੀ ਪ੍ਰਥਾ ਬਹਾਲ ਹੋ ਗਈ ਹੈ। ਇਸ ਸੋਧ ਮਗਰੋਂ ਕੋਈ ਵੀ ਉਮੀਦਵਾਰ ਪਾਰਟੀ ਚੋਣ ਨਿਸ਼ਾਨ ‘ਤੇ ਚੋਣ ਨਹੀਂ ਲੜ ਸਕੇਗਾ। ਨਵੇਂ ਰਾਜਪਾਲ ਗੁਲਾਬ ਚੰਦ ਕਟਾਰੀਆ ਵੱਲੋਂ ਇਸ ਬਿੱਲ ਨੂੰ ਹਰੀ ਝੰਡੀ ਦੇਣਾ ਰਾਜ ਭਵਨ ਦੇ ਸੂਬਾ ਸਰਕਾਰ ਵਿਚਾਲੇ ਸੁਖਾਵੇਂ ਰਿਸ਼ਤੇ ਹੋਣ ਵੱਲ ਵੀ ਇਸ਼ਾਰਾ ਹੈ।

    ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਲੰਘੇ ਮੌਨਸੂਨ ਸੈਸ਼ਨ ‘ਚ ‘ਪੰਜਾਬ ਪੰਚਾਇਤੀ ਰਾਜ (ਸੋਧ) ਬਿੱਲ, 2024 ਪਾਸ ਕੀਤਾ ਗਿਆ ਸੀ, ਜਿਸ ਨੂੰ ਰਾਜਪਾਲ ਵੱਲੋਂ ਹਰੀ ਝੰਡੀ ਦੇ ਦਿੱਤੀ ਗਈ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਸਦਨ ਨੇ ‘ਪੰਜਾਬ ਪੰਚਾਇਤੀ ਰੂਲਜ਼, 1994’ ਵਿਚ ਵੀ ਸੋਧ ਕੀਤੀ ਸੀ। 

    ਇਸ ਸੋਧ ਮਗਰੋਂ ਕੋਈ ਵੀ ਉਮੀਦਵਾਰ ਪਾਰਟੀ ਚੋਣ ਨਿਸ਼ਾਨ ‘ਤੇ ਚੋਣ ਨਹੀਂ ਲੜ ਸਕੇਗਾ। ਇਸ ਦੀ ਪ੍ਰਵਾਨਗੀ ਰਾਜਪਾਲ ਤੋਂ ਲੈਣੀ ਜ਼ਰੂਰੀ ਨਹੀਂ ਹੁੰਦੀ ਹੈ। ਸੋਧ ਬਿੱਲ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਮਿਲਣ ਨਾਲ ਹੁਣ ਪੰਚਾਇਤੀ ਚੋਣਾਂ ਦੀ ਪ੍ਰਕਿਰਿਆ ਤੇਜ਼ ਹੋ ਜਾਵੇਗੀ। ਪੰਜਾਬ ਸਰਕਾਰ ਅਕਤੂਬਰ ਦੇ ਅੱਧ ‘ਚ ਪੰਚਾਇਤੀ ਚੋਣਾਂ ਕਰਾਉਣ ਦੇ ਰੌਂਅ ਵਿਚ ਹੈ।

    ‘ਪੰਜਾਬ ਪੰਚਾਇਤੀ ਰਾਜ ਐਕਟ, 1994’ ਦੀ ਧਾਰਾ 12 (4) ‘ਚ ਸੋਧ ਹੋਣ ਨਾਲ ਹੁਣ ਸਰਪੰਚਾਂ ਦੇ ਰਾਖਵੇਂਕਰਨ ਲਈ ਬਲਾਕ ਨੂੰ ਇਕਾਈ ਮੰਨ ਕੇ ਰਾਖਵੇਂਕਰਨ ਦਾ ਨਵਾਂ ਰੋਸਟਰ ਤਿਆਰ ਹੋਵੇਗਾ, ਜਦੋਂ ਕਿ ਪਹਿਲਾਂ ਜ਼ਿਲ੍ਹੇ ਨੂੰ ਇਕਾਈ ਮੰਨਿਆ ਜਾਂਦਾ ਸੀ। ਰਾਖਵੇਂਕਰਨ ਦੇ ਪੈਟਰਨ ‘ਚ ਬਦਲਾਅ ਨਾਲ ਰਾਖਵੇਂਕਰਨ ਲਈ ਰੋਸਟਰ ਨਵੇਂ ਸਿਰਿਓਂ ਤਿਆਰ ਹੋਵੇਗਾ।
